Abstract
Nowadays we are at the beginning of an essential era which some call the Society of Information. This social-cultural model is characterized by sharing the information which others generate. The famous prediction of the 60’s, in which the world was said to be a world-wide hamlet, is nowadays a reality thanks to media of social communication which makes the gigantic elimination of distance and time possible, making immediate communication and changing the planet into a huge network fo immediate communications. The citizen fo today, according to the resources and technological means which are available for him to obtain and use other’s information is called digital citizen and it seems to be that it will be a model of the first third of this century. But not all the world’s citizens are digital citizens. Even with globalization, there are still great social, educative, and economic inequalities in existance, so there is not the same opportunities od mentalities in the access to information that the popularization and massification which the Information and Communication Technology (TIC) provide. In any case, according to a study about The Society of Information in Spain 2004, elaborated by the multinational company Telefónica, a digital citizen is part of the Society of Information if he is capable of performing the following functions:
